Understanding personal care and attendant care?

It turns out that personal care and attendant care are often used interchangeably, but there seems to be a subtle difference. I was helping a friend research options for her mother, who needs daily assistance, and I kept seeing both terms pop up in various descriptions. I'm trying to understand if there's a functional distinction that would impact the type of services my friend should seek. For instance, would one be more focused on direct physical contact for activities of daily living, while the other might be broader? It's confusing to differentiate between them when you're new to looking into home care options.
